Fathers bike from 1980's due for restoration

All, 

I am restoring my dads old bike. He doesn't use it anymore and completely forgot about it. I hope to surprise him. I probably wont do to much to the bike. 

However, I need help identifying what kind of bike it is in order to know what I need to know to start fiddling. 

Would anyone care to help a fellow cyclist out?

Also, suggestion on silver paint to freshen up the pedals and pieces of metal holding down the brake/gear wires?
